Allow Choosing Who Joins Games - Especially Four Ways

Allow us to choose who can join and who cannot. In a four-way partners game, for example, anyone can join and when they don't know the rules, and refuse to listen, it ruins it. Furthermore, there are some extremely immature players who will join a game just to sit there and never play, and rub it in that they're wasting your time. Since censor does not work there's no way to keep them from doing it over and over and over.
So again, please give us some ability to choose who's joining. Thanks.
