3 consecutive passes

The message says after three consecutive passes, the game is ended. But really it ends after two passes. Why?

@bonhi Sorry I'm not able to determine to determine the game id. But I'm not sure why that would be needed anyway I can't imagine it's unique to my account. I'm playing with my Facebook profile on an Android phone. I think that should be enough to pinpoint it.
