Cirrus Construction, Inc. was incorporated in 2005. Owners are Scott Flanagan and Charlie Hall. We are licensed General Contractors, with unlimited licenses in North Carolina, Virginia, South Carolina, and West Virginia. In accordance with the US Small Business Administration, we received our HUB (Historically Underutilized Program) certification and are self-certified as a WBE (Woman Business Enterprise). Stephanie Hall is Vice President of Cirrus Construction and Lynn Flanagan is Treasurer.
Our emphasis is on Design-Build construction projects. What sets Cirrus apart from many of our competitors is our in-house engineering and design capabilities. This allows us to respond quickly to the owner’s project requirements. Our extensive network of design professionals allows us to tackle projects of all sizes.
