What is outcome when game is unplayable?

I have a game going (I lead) where the board has turned out that neither of us can play a word. We both have full racks and one left in the bag. We both passed twice and that’s all we can do. I don’t want a draw and can I declare a win based on higher score?

Three seems superfluous. @mapmakere no, among scrabble players it is tactic waiting for open spot or a letter or more time to find that bingo u know is there but can't see unless u have more time- PS never saw a game totally unplayable..even if just use one letter
